Historical Background
On 26 March 1907 Council, on a resolution by
Solomon J. Solomon, appointed a committee "to reconsider and revise the existing laws". Council debated and approved changes with revision in December 1907. At General Assembly on 27 June 1918, it was agreed that a committee be formed "to consider the various points raised in a memorandum on the policy and position of the Royal Academy by
Mr Reginald Blomfield, R.A., together with any other points that might arise in relation to the Constitution and Laws, and to report the recommendations to the General Assembly at as early a date as possible". It met from 16 July 1918 to 10 January 1919. The Committee's recommendations led to the creation of the classes of Senior Academicians and Associates at age 75.
