English novelist and journalist. He wrote extensively for newspapers and magazines, writing for The Times from 1863 until 1870 when he was appointed editor of The Graphic, shortly after it was founded. He was the second son of the watercolourist, Edward Hawke Locker (1877-1849) and brother of the writer, bibliophile and poet Frederick Locker-Lampson (1821–1895).
